The Kern County Department of Human Services is the government agency responsible for foster care and adoption in Kern County. The County wanted to create a PSA that would connect with people and create a favorable but realistic narrative surrounding foster & adoptive parenting. Scope Studios created a concept with the clear message that “life can be messy but beautiful.”
